Our goal remains constant: to improve the lives of animals, wherever they may be.
Friends of Megan Animal Rescue reaches the community through sterilization and vaccination clinics at local municipalities, which are offered several times a year.

Our Legacy
Friends of Megan has long called the beautiful grounds of Casa Raab in San Pablo Etla home. For a decade now, our extensive property at the base of the San Pablo Mountains just outside Oaxaca City has provided a safe haven for rescued dogs, cats, horses, burros, and birds.

Our animals enjoy long daily walks, open spaces, and the chance to socialize across species, making for a truly unique and joyful rescue environment.
How We Work
As the network of animal welfare advocates has grown throughout Oaxaca and beyond, so has the reach of FOMAR. We are now trying to shift from our on-site fostering operations to helping individuals and communities find the resources they need to assist animals locally.
Moving forward, we aim to support more free or low-cost spay/neuter and vaccination clinics in San Pablo Etla and neighboring villages like San Agustín, and continue providing guidance for those who find animals in need.


Rebecca Raab
Rebecca is the founder, executive director, and sole staff member of Friends of Megan Animal Rescue. She accomplishes the mission of the organization without pay, motivated purely by her love and concern for animals. She works closely with other rescue organizations and her Board of Directors to help sustain the good work of FOMAR in the community.
Dr. Luciano Carrasco
Known at Casa Raab simply as Luciano, Dr. Carrasco is a sympathetic local veterinarian who works closely with Rebecca and FOMAR. Luciano performs the bulk of his services on site, but frequently visits homes in the area at Rebecca’s request, particularly where she has encountered a sick, neglected, or abused animal.
Luciano has been instrumental in finding good homes for many of FOMAR’s rescues, and works with dogs, cats, birds, and farmyard animals. He makes long-distance adoptions easy by preparing the necessary international health certificates for pups headed abroad.
